Job Description

  • Lead, develop and mentor procurement resources by providing sourcing, commercial and contract management expertise across a broad range of General Goods and Services contracts.
  • Lead and deliver value outcomes of capital and/or operational expenditure, and the integration of governance and controls, to drive accountability, probity, consistency, and transparency in a hybrid procurement model.
  • Actively manage individual and team performance and provide supportive leadership to develop a sustainable and capable procurement workforce.
  • Educate and support internal customers in procurement and contract management to strategically influence and promote 'best practice' procurement behaviour through networking and presentations to key stakeholders.
  • Provide expert advice to internal and external stakeholders, committees and boards on procurement, operational and contracting issues.
  • Proactively lead the implementation of long-term strategies that balance risk with achieving value for money outcomes.
  • Develop category management strategies and plans.
  • Prepare high level policy papers, submissions, briefs, and reports on complex procurement and contracts related issues and initiatives.
  • Adopt project management methodologies to drive and measure procurement outcomes.
  • Build and sustain internal and external stakeholder relationships including the PCMG extended leadership team, internal stakeholders, suppliers, industry, peer organisations and actively participate in reference groups for relevant Whole of Government and Agency-led initiations.

The Successful Applicant

A successful Procurement Manager should have the following experience/attributes:

  • Views situations through a range of perspectives, analysing multiple sources of information to recognise the broader implications of issues.
  • Clearly articulates the program's role in achieving the organisational vision
  • Demonstrates a forward focus, engaging partners in translating the strategic plan into concrete actions.
  • Continuously refines the prioritisation of program commitments through stakeholder feedback and insight.
  • Stimulates ideas and innovation: Gathers insights and embraces new ideas and innovation to inform future practice.
  • Monitors changes in the environment through questions, observations, and community insights to generate a deep understanding of program improvement opportunities.
  • Collaborates with internal and external stakeholders to provide guidance on risk mitigation for high-risk procurement.
  • Manages and guides high level strategic sourcing projects for stakeholders.
  • Oversees invitation to offer process and leads the contract negotiations for high-level, difficult to obtain and politically sensitive procurement.



  • Whilst formal qualifications aren't mandatory, a qualification in law, commerce, business, or procurement coupled with significant experience across the commercial and/or procurement sector is highly desirable.
